Iterative creative placemaking strategies were used to replace the old stage in the City Hall courtyard with a new modular multi-use platform, which is planned to support city programming and passive use for a period of two years. The new platform can be disassembled to scatter planters and seating elements throughout the space and re-assembled as a stage when needed. At the center of the stage is an oversized umbrella that captures stormwater to irrigate the planters. This sculptural assembly celebrates the site’s significance as Philadelphia’s first public Water Works facility, and its topographical locus at the watershed divide between the Delaware and Schuylkill Rivers. The project is emblematic of the City’s promotion of innovative design, green infrastructure and sustainability.
